 Birth Notifications

Birth Notifications Counter

When submitting a Notification of Birth, the infant's name must be written in standard kanji (joyo kanji), kanji officially used for names (jinmeiyo kanji), hiragana or katakana.
A Notification of Birth must be submitted in Japan even if both parents are foreign residents.

When a Child is Born in Japan and Only One Parent is a Japanese National

When

Within 14 days from the date of birth (including the date of birth).

Who

Father or Mother
Proxy
* If the father or mother has signed and stamped the notification with their personal seal (inkan), a proxy may submit it on their behalf.
Where possible it is preferable for the mother or father to submit the notification in person.

Where

Notification should be submitted to the city or town hall in the location where the mother or father's family register is on file, the place of birth of the child, or the municipality of residence of the mother or father.

Notification of Birth (shussho todoke)
(On the same form as the Birth Certificate (shussho shomeisho) you will receive from the hospital.)

When a Child is Born Overseas and One or Both Parents are Japanese Nationals

When

Within 3 months from the date of birth. (If a Notification of Birth is not submitted within 3 months, the child will not be able to receive Japanese citizenship so please take care.)

Where

Notification should be submitted to the appropriate city or town hall where the mother or father's family registry is on file, the Japanese embassy with jurisdiction over the place of birth, or the municipality of residence of the mother or father.

  • Birth Certificate and Japanese translation (must include the translator's name and, address and be stamped with their personal seal)
  • Personal seal of notifying person(s)
  • Maternal and Child Health Handbook

When a Child is Born in Japan to a Foreign Resident Couple or an Unmarried Foreign Resident Mother

When

Within 14 days from the date of birth (including the date of birth).

Who

Father or Mother (If the mother is an unmarried foreign resident, the mother only)
* Please submit the notification in person

Where

Place of birth of the child, or the government offices of your current municipality of residence

Documents for Submission

Notification of Birth (shussho todoke)
(On the same form as the Birth Certificate (shussho shomeisho) you will receive from the hospital.)

* The City can also issue a Certificate of Notification of Birth (for a fee), required to gain resident status (accepted at the Immigration Bureau, Hamamatsu Branch Office)
* You may be asked to submit proof of nationality.

Home Visits for Newborn Children

Health practitioners and regional midwives will pay home visits to homes with newborn babies and provide parents with information on how to raise children and available child-rearing services.
Don't forget to include the baby's name and birth weight, your phone number and other information on the Birth Notice (a postcard that comes with the Maternal and Child Health Handbook).
