Using the telephone in times of disaster

If an earthquake occurs during the daytime when the family are all out and about doing different things, then it is necessary for everyone to make contact to ascertain whether everyone is safe or not. During times of disaster, telephone lines become flooded with calls and it becomes difficult to ring out. Also, priority is given to disaster prevention groups who pass on important information, so the use of normal telephone lines may become restricted. In such times, make use of the below telephone number and service.

Use grey or green public phones!

Even in cases when normal telephones will not work, ringing from grey and green public phones (not pink ones) will be easy. In such times it seems that using a ten-yen coin is easier than ringing using a telephone card.Telephone cards will not work when there is a power outage.

Disaster Telephone Message Service [171]
(A system to ascertain safety during times of disaster)

This is a system whereby you can record and playback messages by dialing 171. The instructions for use of this system are as below.

Dialing to record / playback a message
Recording 171 →1→ Dial the number of your NTT home phone
(start with the city code *)
→ Leave a message
Playing back a message 171 →2→ Dial the number of your NTT home phone
(start with the city code *)
→ The messages will play back

*The Hamamatsu city code is 053.

Number of recordable messages 1 - 10(you will be informed when you use the service.)
Message length 30 secs max.
Retention period of messages 2 days
Phones that can use this service NTT phones, NTT public phones, mobile phones and PHS

Decide on an emergency contact in advance!

Hold a family disaster prevention meeting and decide where you shall meet, who shall take responsibility for what and how you will get in contact should disaster strike. Deciding on a family member or relative who lives outside the local disaster area, who all other family members can use as a point of contact in an emergency is very useful. Make a note of who the emergency contact is and keep their details on you at all times.
* Dialing from a disaster area to outside the disaster area should pose no problem.
