Physical Disability Handbook

This handbook is required for people with a physical disability to receive a variety of services.

Beneficiaries

Those who have impairments with their:
Sight, Hearing, Balance, Speech (including language development), Limbs, Heart, Kidneys, Respiratory Organs, Bladder, Rectum, Small Intestine, Immunity or Liver.
*Tax breaks apply, Discounts on travel expenses. To apply, you will need: an application form, recent photo of yourself (3cm x 4cm), a personal seal (Inkan), a piece of ID which can help to confirm the validity of your My Number Card.

Intellectual Disability Handbook

This handbook is required for people with an intellectual disability to receive a variety of services.

Beneficiaries

Those judged to have an intellectual disability by a child-related consultation office or a rehabilitation consultation office for people with disabilities.
* Available services: tax breaks, discounted transportation fares, placement in care facilities and regular outpatient hospital visits. When applying, bring the application and a 4cm x 3cm ID photograph of the applicant and the applicant’s personal seal (inkan).

Health and Welfare Handbook for the Mentally Disabled

This handbook allows the mentally disabled to receive a variety of services, with the goal of having them become independent and participate in society.

Beneficiaries

Those whose mental disorder hinders their everyday activities or social life

* Available services: tax breaks. When applying, bring a physician’s certificate of diagnosis or a copy of annuity certificate of disability pension, a 4cm x 3cm ID photograph of the applicant, the applicant’s personal seal (inkan) and a document or piece of ID which can confirm your MyNumber card.

Various Financial Allowances and Subsidies

Financial aid is provided for the medical and daily life expenses of the disabled in order to improve their quality of life. “Treatment fee subsidies for the severely disabled [jyudo shinshin shogaisha iryohi josei]” pay for a portion of the cost of medical treatment at a hospital.
Other services are: "treatment fee to support independence (regular psychiatric care) [jiritsu shien iryohi (seishin tsuin)]," "treatment fee to support independence (developmental care) [jiritsu shien iryohi (ikusei iryo)]," “rehabilitation treatment [kosei iryo],” “special disability allowance [tokubetsu shogaisha teate],” “disabled child welfare allowance [shogaiji fukushi teate],” “special child-care allowance [tokubetsu jido fuyo teate],” and “Hamamatsu City severely disabled child-care allowance [Hamamatsu-shi jyudo shinshin shogaiji fuyo teate].”

There are also services to help pay for transportation fares, house repair costs, etc.

Daily services

Subsidies are available for disabled persons when they need to purchase equipment such as a wheelchair, a prosthetic limb and a hearing aid for their disability and everyday life situation. Equipment rental and repair is also provided. Sending a helper to your home, day care and short stay services can be also provided.
