【Applications have closed】Households newly exempt from per capita residence tax are eligible to receive a 100,000 yen benefit and a child allowance payment of 50,000 yen per child.

Certain procedures must be completed in order for you to receive the benefit.

The deadline for submitting the documents required for the benefit (certificates and application form) is September 30, 2024 (Mon), with postmarks being acceptedApplications made after this date will not be eligible to receive the benefit. We urge you to complete these procedures as soon as possible. 

  • Please be aware that if you choose to send your documents via post on September 30 (Mon), there is a chance that they will not be postmarked for that date depending on the time you send them. For more details, please check the post-office website.
  • Applications will not be accepted via email or fax, or at the ward office counter.
  •  Please enquire at your nearest ward office’s Social Welfare Division if you require an application form or certificate.

Households newly exempt from per capita residence tax for FY2024 are eligible to receive a 100,000 yen benefit.

Households with dependents (supported on same livelihood) under 18 years old (born after April 2, 2006) are eligible to receive a 50,000 yen child allowance payment per child.

Eligible Households

 (1) 100,000 Yen Benefit for Households Whose per Capita Residence Tax is 0 Yen

Households whose per capita residence tax for all members (tax amounts vary on an individual basis) for 2024 is 0 yen

* Households who received the 70,000 or 100,000 yen benefit in FY2023 for households whose per capita residence tax was 0 yen are not eligible for this benefit. 

* Households in which all members of the household are receiving financial support from other family members who pay more than 0 yen resident’s tax will not be eligible for the benefit.  

(2) Child Allowance

Households with dependents (supported on same livelihood) under 18 years old (born after April 2, 2006) that are eligible to receive the 100,000 benefit for households whose residence tax is 0 yen.

Payment Amount

(1) 100,000 Yen Benefit for Households Whose per Capita Residence Tax is 0 Yen

A benefit of 100,000 yen per household.

(2) Child Allowance

A benefit of 50,000 yen per child under 18 years old.

Application Procedure

From July 5, Confirmation Forms are being sent by post to households that are considered eligible for the benefit.  After filling out the required sections on the Confirmation Form, please submit it by post using the return envelope. Application forms cannot be submitted in person at City Hall. 

*  Confirmation forms may sometimes not be sent to those that are eligible. 
 If you fulfill any of the below criteria, please obtain and submit the application form yourself.

  • Your household is comprised of those paying residence tax and those exempt from per capita residence tax due to reasons such as divorce or death. 
  • A child was born after June 4, 2024 in the same household.
  • You have a dependent child but they live at a seperate residence (living at a school dormitory, etc.)

Required Documents

Confirmation form

If your bank account details are not listed on the confirmation form, or you wish to collect the benefit using a different bank account to the one noted on the form, please submit a document with proof of identity (a passport or residence card) as well as a copy of your bank passbook. For more information, please read Section D on “Supplementary Documents”.

Documents postmarked on September 30, 2024 will be accepted. 
Please apply as soon as possible after receiving your confirmation form.

Date of Payment

The cash will be deposited to your account approximately 3 weeks to 1 month after the city receives your confirmation form. 
* If you omit information, or supplementary information is required, your payment will be delayed.
