Procedures for Joining the National Pension System

For indivuduals who came to Japan from overseas, when registering for residency, please also complete procedures to enroll in the national pension. 
Additionally, please also complete the procedures to enroll in the national pension if you leave your company or if you are no longer a dependent.

Contact

National Health Insurance Team service counter at all ward offices and administrative centers

Items to bring

  • Residence Card
  • Passport
  • Your Pension Book or your Basic Pension Number Notification Slip
  • Something that shows your individual number (My Number) (you can still complete the procedures without it)
  • Social Insurance Withdrawal Notification Form (shakai hoken no dattai renrakuhyo) (if you leave your company or if you are no longer a dependent)

When first using the service, your Basic Pension Number Notice will be sent to your home by post after application procedures have been completed. Please keep this safe.

National Pension Insurance Premiums and Methods of Payment 

Premiums

  • 17,510 Yen per month (2025 Fiscal Year)
  • 17,920 Yen per month (2026 Fiscal Year)

* Premiums are reviewed each year.

Payment Methods

(1) Bank Transfer

Payments can be paid by automatic transfer from an account of your choice. Please apply at a financial institution (bank or Japan Post Bank) where you hold an account.

Items to Bring

Bankbook, personal seal (inkan) used when opening the account, and Your Pension Book or your Basic Pension Number Notification Slip.

(2) Payments at a Bank, Post Office,Convenience Store or via your phone through online payments

A payment notice will be sent by post to all individuals who are required to pay. Please make your payment with the notice at a nearby bank, post office or convenience store. Payments can be made by scanning the invoice's barcode using the payment app.

Exemption Applications

There is a system in place that exempts people from making payments when they are unable to pay due to reasons such as not having any income, being unemployed or having just arrived in the country.

Lump-Sum Withdrawal Payments from the Pension System

In cases where an individual has made payments for a short-term period (at least 6 months) and returns to their home country without drawing a pension, a lump-sum payment will be paid out depending on the amount of time the insured individual paid into the system. Procedures should be carried out upon arrival in their home country.
*If you submit a Notification of Moving Out (tenshutsu todoke), you can complete the necessary procedures inside Japan on or after the date (scheduled) of moving out on your resident record.

* Please receive this from the pension office or the national pension team at your ward office or administrative center before you return to your home country.

* If you have any questions, bring your Pension Book or your Basic Pension Number Notification Slip, passport and Residence Card to a Japan Pension Service Office.
