Filing Individual Municipal and Prefectural Taxes for the 2026 Fiscal Year (Income earned in 2025)
〈 令和8年度(令和7年分)個人市民税・県民税の申告 〉
All residents of Hamamatsu City as of January 1, 2026, who earned income during 2025 are required to file a tax form.
Additionally, those who has no income but require a tax certificate must still file a tax form.
However, the following individuals are NOT required to file a tax form:
- Those who submit a final income tax return
- Those whose only income is a public pension, with no additional deductions outside those indicated on the tax withholding statement.
- Those whose employer submitted a payroll report to the city office and who have no other income or deductions.
- Those with only non-taxable income (e.g., bereavement pension, disability pension, unemployment benefits).

- Obtaining the Tax Form:

- If you are expected to owe taxes based on your income for the previous year, a tax form will be mailed to you by February 10.
- Blank forms also will be available at ward offices, administrative centers, branch offices, community collaboration centers, fureai community centers, and municipal service centers from February 10.
- If you prefer to receive a form by mail, please contact the municipal tax division.
Note: Forms can be downloaded from the Hamamatsu City website.
Submitting the Form
Enclose the following documents with a completed tax form and mail them to the Municipal Tax Division:
- Originals documents: Salary or pension withholding certificate, breakdown of income from businesses or real estate,itemization of medical deductions, receipts for social insurance payments and donations, and deduction certificates for life insurance and earthquake insurance payments
- Copies: Both sides of your My Number Card or other documents for verifying your MyNumber and personal identification (e.g. Driver’s license)
Note: Please include a stamped return envelope to have original documents returned. Copies of documents indicated in 2. will not be returned.
Nationwide Instant Warning System (J-Alert): Nationwide Emergency Information Dissemination Drill
〈 全国瞬時警報システム(Jアラート)の全国一斉情報伝達試験 〉
A nationwide emergency information dissemination drill will be held in order to swiftly inform citizens of emergency information received by the city from the national government. The drill will be conducted using the city’s radio broadcasters (using outdoor speakers and individual receivers).
※Note that the drill may be postponed or canceled in the event of a disaster, etc.

Forms for the various tax returns, notifications, and applications will not be distributed at the consultation office. Please download and print the necessary forms from the National Tax Agency website.
Entry Ticket Issuance
Reservations can be made in advance via the National Tax Agency's LINE Official Account, or tickets will be distributed at the office on the day of the event.
At the tax consultation office, we will provide guidance on creating your tax return using your own smartphone. Please download the Mynaportal app in advance.
Upon arrival, in addition to documents required for filing, such as your withholding statement, you will need a smartphone, your My Number Card, and the two passwords (4-digit number and 6-16 alphanumeric characters) you set when the card was issued.
※The electronic certificate on your My Number Card has an expiration date. If it has expired, please complete the renewal procedure.

Traffic Regulations for the 22th Hamamatsu City Marathon

Due to the 22th Hamamatsu City marathon, traffic regulations will be enforced and vehicles will not be able to pass through the Hamamatsu City Hall area – Kajicho-dori – Noguchi-odori – Densha-dori, Kamijima Elementary School - Yotsuike Park Athletic Stadium area - Japan Air Self-Defense Force Hamamatsu Air Base perimeter road.

Starting Monday, January 5th, copies of family register attachments have been added to the list of certificates available for printing at multi-function copiers in convenience stores and other locations.
Beware of Frozen Water Pipe
〈 水道管の凍結に注意してください 〉
Despite Hamamatsu’s usual warm climate, water pipes occasionally freeze. During the cold season, make preparations to prevent your water pipes from freezing.
- 【Places especially prone to freezing】
- Outdoor water pipes, water heaters, boilers, etc.
- 【Prevent freezing】
- Wrap heat insulation materials around your water pipes. Leave faucets slightly open, so they drip.
- 【If your pipes freeze】
- When pipes freeze and water will not come out: Wait until the pipes thaw. Help by pouring lukewarm water on the pipes.
When pipes burst:
- Close the water shutoff valve, and wrap the pipe with plastic tape, etc.
- Call a professional plumber for repairs.
