The Nankai Trough Earthquake Extra Information

Overview

On the 31st of May 2019, there were changes to the country via the "Nankai Trough  Earthquake Operation Plan". The Japanese Meteorological Agency (JMA) started to make use of the "Nankai Trough Earthquake Extra Information" (Hereafter "Extra Information").

Making use of the Nankai Trough Earthquake Extra Information

In accordance to the extra information announced, if a 6.8 Magnitude (Hereafter "M") or above earthquake occurs or there is an abnormal amount of activity sensed in the tectonic plates in the Nankai Trough area, the state will begin its investigation into this, and the JMA will announce their Extra Information (under investigation). Depending on the results of the research found in Japan's "Nankai Trough Assessment Committee Meeting" they will announce one of the following "Major Earthquake Warning", "Major Earthquake Advisory" or "Investigation Over".

Classification of Extra Information

In the case a Major Earthquake Warning is necessary *If an extremely strong earthquake, registering over M8.0 occurs in the Nankai Trough area

Nankai Trough Earthquake Extra Information
(Nankai torofu jishin kakuji jōhō)

Under Investigation (chōsa chū)

〇Investigations into the irregularities observed around the Nankai Trough plates and if they're linked to a Major Earthquake. 
Announcements will state if investigations of the plates have started or if they are contining form a previous investigation.

Major Earthquake Warning (kyodai jishin keikai)

Major Earthquake Advisory (kyodai jishin chūi)

In the case a Major Earthquake Advisory is necessary
*If a strong earthquake, over M7.0 but less than M8.0 occurs in the area or there is an abnormal amount of movement detected in the tectonic plates around the Nankai Trough.

Investigation Over (chōsa shūryo)

In the case that the phenomenon does not fall under either "Major Earthquake Warning" nor "Major Earthquake Advisory" categories.

Commentary information related to the Nankai Trough Earthquake

〇 Following results from investigations of irregular phenomenon that were observed from the quake, announcements on the current situation will be made.
〇 Announcements on the results from investigations from the regular meeting of "Nankai Trough Area Major Earthquake Evaluation Committee" (Excluding the announcement of extra plans)

If phenomena are measured that might or might not predict a Tokai earthquake, a "Tokai Earthquake Report" will be announced. At this stage, please go on with life normally.

When it is found that the probability of a Tokai earthquake is high, a "Tokai Earthquake Advisory" will be announced. At this stage, students should get ready to go home.

When it becomes vital to look into a Tokai Earthquake Warning, a meeting will be held of an "Earthquake Assessment Committee for Areas under Intensified Measures against Earthquake Disaster." Seismologists on the committee will determine whether a Tokai earthquake is imminent.
Earthquake Alert Order

Earthquake Alert Order(Tokai Earthquake Warning Information)

If their conclusion is that there is a danger of a Tokai earthquake, a "Tokai Earthquake Warning" will be announced. After the decision has been made by parliament, the Prime Minister will put the ‘Earthquake Countermeasure Zone’, which will encompass the whole of Shizuoka Prefecture, being on an ‘Earthquake Alert Order’.

Earthquake Alert - Important

Within this there are the two different meanings of ‘Alert’ and ‘Order’. The ‘Earthquake Alert’ is a warning that ‘in the next 2 to 3 days (or in a few hours even) an earthquake of a magnitude of 8 (the Tokai Earthquake) will strike and the whole of Shizuoka Prefecture will experience tremors of the magnitude of a weak 6’. It is also an order to ‘prepare for a large-scale earthquake and take the necessary precautions to ensure safety’.

To protect evacuation routes, traffic restrictions will be carried out. Entry into enforced areas will be prohibited.If you are driving a car at the time then drive slowly and follow driving instructions transmitted via the car radio. When you have no choice but to leave the car and flee to safety, do your best to park your car off of the road. If you have to park your car on the road then park it on the left-hand side, leave the key in the ignition and close the windows.

These will close. Children will be either immediately sent home or handed over to their guardians.

Important points regarding what you should do

1. Obtain correct information

Check the television or radio.Also check information from City Hall and independent disaster prevention groups.

2. Prevent fires

Close the gas main. Also close the valves on propane gas cylinders. Take plugs of electrical appliances out of sockets and switch off the breaker. If you have no choice but to use a flame, then make sure you take enough precautions and never leave it unattended.

3. Change into comfortable clothing

Change into clothes that allow you to move freely. Wear a safety hood and helmet. Wear shoes even inside your house in case of objects being scattered on the floor.

4. Prepare water and fire extinguishers

Store water in buckets and your bathtub. Re-check that you are sure of how to use a fire extinguisher.

5.Tidy your home

Remove items from shelves. Apply masking tape to glass windows. Check exits.

6. Check the emergency items to be taken with you

Check that the necessary items are inside your emergency bag. Prepare blankets and sleeping bags.
