Foreign Residents will be Included in Basic Resident Registration Act!
Laws such as the Basic Resident Registration Act are changing, and from July 9th 2012, foreign residents will receive residence certificates in the same way as Japanese people.

Ministry of Justice, Immigration Bureau “To all foreign residents living in Japan, a new residence management system will start from Monday July 9th, 2012!”
Hamamatsu City is also preparing for the revision to the Basic Resident Registration Act, but administrative procedures have not yet been concretely decided on. Once they are decided on, information will be available on the Hamamatsu City home page etc.
